I am pretty sure I leveled up enough skills, and my main level to get at least 1 perk by now, but for some reason i'm getting nothing, so far I made it to the first miller and i'm level 3, I would at least think I would be able to select 1 perk by now, but nothing. im at level six now and not a single perk, Did you ever find a fix?

Main level sometimes it depends on how far along you are in the quest line. It is not dependent on your 4 stats. I got strength agility and vitality - 20, speech 12. Main level 18. So yeap all 4 main stats should be 20. Secondary stats and quest progression are irrelevant. Main level sometimes it depends on how far along you are in the quest line.
